Consultation on Draft Traffic Restriction Orders on Double Yellow Lines in Broughty Ferry

DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) ORDER 2016

Dundee City Council propose to make an Order under the Road Traffic Regulation Act 1984 for the purpose of varying the provisions of several Waiting Restriction Orders affecting the

City. The effect of the Order is to consider the city-wide requirement to alter parking restrictions over the last quarter.

Full details of the proposals are contained in the draft Order, which together with a Statement of the Council’s reasons for proposing to make the Order may be examined during normal office hours and without payment of fee at:

  1. Dundee City Council offices, Reception, 20 City Square, Dundee and 
  2. Broughty Ferry Neighbourhood Library, Queen St, Broughty Ferry,Dundee by any person, during a period of 21 days from 29 April 2016. 
A copy of the proposed plans can also be viewed by searching for "Traffic Regulation Orders (In Progress)" in the A to Z section of our website.

Any person may within 21 days from 29 April 2016 object to the proposed Order by notice in writing to the Head of Democratic and Legal Services, Dundee City Council, 21 City Square, Dundee. Objections should state the name and address of objector, the matters to which they relate and the grounds on which they are made.

Change to Free Parking in Gray Street - Consultation

The City Council is proposing to make some minor changes to waiting restrictions in Gray Street in The Ferry.

These changes would have the effect of extending some double yellow lines and reducing the space for 45 minute limited parking on the East side of Gray Street between Long Lane and King Street.

Residents in Camphill Road have Mounting Concerns about Road Safety

Many residents in Camphill Road have mounting concerns about road safety issues and want a solution. These have been heightened by two recent car crashes in their street which have involved the Police. One of these was in the last week at the junction with Panmure Street and Bughties Road. The earlier one was close to the junction of Camphill Road with Dick Street. 

A resident described this earlier crash as follows:

'There was a pretty bad smash on Saturday night 17th Aug around 6.30pm between a BMW and a campervan at the junction of Dick Street / Camphill Road, at the location where all the near misses happen daily.'

Between the junctions with Panmure Street and Queen Street, Camphill Road is narrow and twisting with limited sight lines at the corners. The bend in the road at the junction with Dick Street, is probably the most challenging for drivers.

Residents claim that at peak rush hours in the morning and evening the road is used as a rat run with drivers avoiding the two further sets of traffic lights on Queen Street.

Certainly I can confirm that when I drove down Camphill Road last week at about 5:30 pm a car coming at some speed in the opposite direction missed taking off my door handles by inches having just driven off Queen Street at the traffic lights.

To discourage the rat run and reduce traffic passing at the worst pinch points in the road, residents have come up with a proposal for a short stretch of one-way only down Camphill Road heading towards Queen Street. This would begin from the top of Panmure Street on Camphill Road down to Dick Street, with a no entry sign at the bottom of Dick Street on Camphill Road. They anticipate that this would still stop the rat run coming up from Queen Street (which is their main complaint) and also coming down from Maryfield Road via Hill Street, thus not only pleasing Camphill Road residents  but also those living in connecting streets.

I have written to the Head of Transportation on the Council and asked him to evaluate this proposal an any other feasible options to meet the residents' concerns. Subsequently I hope he will agree to meet residents with me to discuss some options for change.

New Road Signs at Forthill Primary School Now in the Right Location

On Thursday I cycled round to Forthill Primary School to check that the new 'No Entry' signs had been erected outside the school to block access to the Eastern end of Fintry Place that runs past the school up to the entrance to Forthill Sports Club.

This road safety measure was introduced to help improve the safety for children outside the school in the mornings and and afternoons.

On Thursday, I saw that the signs had indeed been erected but disappointed that they were in the wrong location - see above. I took a photograph and emailed it to the Transportation Department. Give them their due, they reacted very promptly and instructed the contractor to go out again, as a matter of urgency, and put up the signs in the right place.

Two days later, when I passed the school, the signs had been relocated. 

I trust that parents and carers will respect the new traffic restrictions when they are dropping off and picking up their children when new school term starts on Tuesday.

Damaged Grit Bin in Camphill Road to be Replaced

Residents from Camphill Road have contacted me to complain about the condition of their grit bin which is located on the pavement at the junction of Camphill Road with Dick Street in Broughty Ferry. 

On inspection the bin seems to have sustained an impact from a vehicle and is badly damaged. I have asked the Council to replace it.

Approaching this junction on Camphill Road (from the West) the road is narrow and twisting with parked cars on one side or the other. Passing cars often have to squeeze by at this corner. 

This damaged bin provides some more support to residents' claims that traffic should be restricted on the lower part of this road to stop non residents using it as a rat run.

Forthill Primary School Gets a Double Boost

At the City Development Committee Meeting last night two decisions supported improvements at Forthill Primary School.


Firstly, the Committee approved a Traffic Order for the Part-Time Prohibition of Driving in Fintry Place east of the turning circle at the front of the school. This traffic order would restrict access to this section of Fintry Place to pedestrians only during School Days Monday - Friday 8:30-9:15 am and 3:00-3:30 pm. This traffic order will now be subject to a period of consultation. If confirmed and implemented, this should improve road safety at the school.

When this item was discussed, I asked for and received reassurance that there would be opportunities for further consultation about the location of the rise and fall barrier barring access to the eastern end of Fintry Place when the implementation of the traffic order was reconsidered.

Secondly, the Committee approved a tender of £28,124.51 to pay for site works for the new dual classroom temporary building ('hut') to be erected at Forthill Primary School for use by the expanding and highly successful Forthill Out of School Care Club

Progress with Forthill Primary School Road Safety Measures


On Monday night 25 February 2013, the City Development Committee will take an important step towards resolving a road safety issue at Forthill Primary School that was identified in April 2012. The Committee will be asked to approve a Traffic Order for the Part-Time Prohibition of Driving in Fintry Place east of the turning circle at the front of the school. This traffic order would restrict access to this section of Fintry Place to pedestrians only during School Days Monday - Friday 8:30-9:15 am and 3:00-3:30 pm.

The background to this traffic order is that on Thursday 19 April 2012, I visited Forthill Primary School with members of the School Parking and Pupil Safety Working Group. This included officers from Tayside Police, Council staff from Transportation, Education and Travel Active and Councillors like me.

This is what I observed on our visit:
For about 25 minutes there was a lot of comings and goings including several hundred vehicle movements. There was also a significant number of parents and carers on foot rather than driving right up to the door in their cars. The potentially most dangerous manoeuvres I observed involved cars reversing close to where children were also crossing the school road. While the issues associated with dropping off and collecting children at Forthill Primary School are well known to me, it was important that all the other members of  this group observe the potential dangers to children from the traffic congestion in the vicinity of the school at the end of the school day. It was I think significant that this was the first visit of the working group, which demonstrates the priority being given to systematically investigating and improving  arrangements for picking and and dropping off children at Forthill. The working group have four further visits to Primary Schools in other parts of Dundee next week before we move onto devising some solutions.

The School Parking and Pupil Safety Working Group was set up by the Education Committee on Monday 27 February 2012 and the group is chaired by the Chief Executive. 

I am sure parent and carers, with children at Forthill Primary School, will be relieved that that one more of the practical solutions we identified last year is about to be implemented.

More Details South Marketgait, East Dock St & Broughty Ferry Rd reconstruction beginning 8 September 2009

Journeys between Broughty Ferry and Dundee city centre will be subject to delays from 8 September as South Marketgait, East Dock St & Broughty Ferry Rd (up to Greendykes) is reconstructed. Diversions will be in place but we should anticipate longer journey times.

Warning - Roadworks East Dock Street from 8 September for 10 weeks

Transport Scotland and Dundee City Council have formed a partnership to deliver an improvement Project comprising resurfacing and reconstruction of East Dock Street; installation of traffic signals to the Trades Lane/City Quay junction with South Marketgait; and construction of Rising Main Chambers in Trades Lane as part of the future Flood Prevention Scheme.

These works are due to start on Tuesday 8 th September for a period of 10 weeks.

Grove Academy Road Safety & Parking Issues - Disappointing Response from Councillor Guild

I called for reassurance by Mike Galloway, Director of Transport & Planning, that the traffic planning for the new Grove Academy and its recreational facilities for the wider public is not undertaken in isolation from the traffic and transport planning for the 300 plus Council staff being relocated to converted offices in the Old Grove six months later. I continue to think that the public want to know that the necessary road safety measures will be in place before the new school site becomes operational. It’s absolutely crucial that we don’t wait for a serious injury to one of our pupils at the school to trigger traffic management changes that can surely be anticipated.

Ken Guild's, response published in the Courier on Wednesday 24 June 2009 proposed two measures:
1. Extending the 20 mph zone for the school and
2. Individual travel plans for the 300 plus Social Work and Education staff being transferred to the offices in the Old Grove building.

This is deeply disappointing and ignores the essence of what I requested. In fact his response illustrates for me the limited and isolated road safety and traffic planning which is being conducted for these two side by side major developments and which he seems prepared to go along with. Why, for example, is the individual traffic planning for the 300 plus social work and education staff moving into the offices in the Old Grove not being extended to the all of the staff of Grove Academy? The latter details should be part of an elaborated Travel Plan for the new school. Furthermore, is extending the 20 mph zone for the school the only specific road safety measure he thinks is necessary? I was expecting a more considered road safety and traffic management optional appraisal to be undertaken covering both of these important developments on the Grove campus."

THE DUNDEE CITY COUNCIL AS TRAFFIC AUTHORITY being satisfied that traffic on the road should be prohibited by reason of pumping station maintenance works being carried out HEREBY PROHIBIT the driving of any vehicle in Gray Street (between Beach Crescent and King Street), Broughty Ferry, Dundee.

This notice comes into effect on Wednesday 15 July 2009 for one working day.

Pedestrian thoroughfare will be maintained.

Alternative routes for vehicles are available via Beach Crescent/St Vincent Street/King Street.

THE ROAD TRAFFIC REGULATION ACT 1984 SECTION 14(1)

THE DUNDEE CITY COUNCIL AS TRAFFIC AUTHORITY being satisfied that traffic on the road should be prohibited by reason of Scottish Water maintenance works being carried out HEREBY PROHIBIT the driving of any vehicle in Claypotts Road (between West Queen Street and Albert Road), Broughty Ferry, Dundee.

This notice comes into effect on Saturday 27 June 2009 for 2 days.

Pedestrian thoroughfare will be maintained.

Alternative routes for vehicles are available via West Queen Street/Victoria Road/Strathern Road.
