This area of the pavement has been fenced off but it has been reported to me that the fence had been blown or knocked over exposing the inspection hatch and the displaced cover.
This was a potential trip hazard.
The next day from reporting this, a BT OpenReach engineer called to let me know that the inspection hatch had been reset in the pavement and all was now well.

He did however let me know that the inspection cover and box beneath the pavement belonged to Virgin Media and not BT. The confusion had been caused by the temporary protective fencing that had blown over was the property of BT and had been clearly marked as such.
So well done for BT Open Reach going above and beyond the call of duty.
